Technology is neither the Answer or the Problem for World Peace. The reelection campaign is the primary problem against World Peace. Particularly here in America since we seem to be the Ones that are currently actually going to War.
By and large technology simply multiplies the power of humans. This means that technology increases the ability of a single human or group of humans to do more good or more bad than they could before. The problem is that a great many goods could happen that would be good, but a single bad could be much more devestating to humanity. As with many things, those who would protect us from bad have to be right 100% of the time but those who would do bad have to succeed only once.
Having said that, there is no way to block technology advancement. Therefore there is a technology race underway and we have to make sure those advancing technology for good always win the race against those who seek to advance technology for bad.
